This proposal strengthens Terra network security by restricting CosmWasm code uploads to an initial whitelist of approved developer addresses. The change reduces the attack surface associated with unrestricted contract uploads while allowing established protocols to continue development. Existing smart contracts remain unaffected, and contract instantiation remains permissionless. Future additions or removals of authorized uploaders require governance approval. A potential third-party KYC process for uploaders is subject to separate community discussion and is not introduced by this proposal.
