During my focus on changing the economic model (a separate proposal is coming), it occurred that we should look at the governance model as well. I've identified the need for a more nuanced approach to managing different types of proposals. I understand that different categories of proposals require varying degrees of scrutiny and pace, and with this in mind, I propose the following tiered governance procedure.
"Normal" Proposals: I suggest keeping the existing process for normal proposals, including a 7-day discussion period on Commonwealth and a 7-day on-chain voting period.
Description: Normal - any non-network upgrade that can be applied via governance parameters or allotment of community funds to fund projects
"Fast" Technical Proposals: For technical proposals, which are often more urgent and less controversial, I propose a shorter 4-day discussion period on Commonwealth. After this, the proposal will be subject to a 7-day on-chain voting period.
Technical - any network upgrade or software implementation that requires all validators to participate or drastic changes to the DVPN node software that would require many people to update their nodes or any DEX funding listings on new chains.
"Emergency" Proposals: For matters of immediate concern that necessitate swift action, I propose that these emergency proposals skip the Commonwealth discussion period and proceed directly to on-chain voting. Ideally, I would label these proposals as 'Emergency' on the chain, and they would be subject to a 1-day on-chain voting period.
Emergency - any security-related threat or chain-breaking code that needs updating
For all types of proposals, We should all link discussions posted on Commonwealth to the Sentinel social channels (Telegram, Discord etc) within 1-2 hours, except for Emergency Proposals that bypass Commonwealth. This is to ensure that I maintain transparency and engage as many stakeholders as possible in the decision-making process.
In the future, we can always review this proposal depending on how busy the chain becomes in terms of governance props being issued.
To vote on my proposal: Vote YES if you support the implementation of the tiered proposal discussion period. Vote NO if you think the current governance model should stay. Vote ABSTAIN if you don't hold a strong opinion on the matter. Vote NO WITH VETO if you believe this amendment could harm the network, and the depositors should be penalized for submitting it.
