Set instantiate_permission to Nobody for all 5,530 pacific-1 code IDs (1-5530). Proposal 115 set the wasm instantiateAccess parameter to Nobody, but that parameter is read only when code is stored and is frozen into CodeInfo, so already-uploaded code remained instantiable. This proposal rewrites the per-code value. Uploads are already blocked by uploadAccess=Nobody, so coverage is complete and cannot be outrun by new uploads. Existing contracts continue to run, but no new contracts can be instantiated.
