Persistence Core-1 v11.9.0 Upgrade

This proposal is to do a software upgrade to the v11.9.0 software tag of the Persistence codebase at [Hidden link] block height. Block times have high variance, so please monitor the chain for precise time.

Scope of the upgrade

  1. Add important upgrades to the x/liquidstake module, in preparation for stkXPRT launch.
