This proposal recovers the expired IBC light client 07-tendermint-2335 (connection-1843, transfer/channel-510) which connects Osmosis to Terra Phoenix (phoenix-1). The client expired due to relayer downtime, leaving IBC tokens stranded on Osmosis. Substitute client 07-tendermint-1979 (Active, channel-251) targets the same chain with matching parameters. Recovery will restore the channel-510 bridge for normal IBC transfers.
