Raise the minimum utilization threshold of the Neutron axlUSDC pool

Summary

Currently, the new lending pool for axlUSDC deposited from Neutron mainnet has a minimum utilization threshold of 0%. This means that new depositors are free to enter the pool regardless of what the utilization is, effectively diluting the current lenders' yield. This proposal aims to raise the minimum utilization rate threshold to 65%, thereby primarily contributing to two factors:

• Lenders receiving better yield as new deposits will be stopped from entering the system until the 65% mark;
• Pushing the utilization rate closer to the optimal level which is 70%. By voting YES on this proposal, you agree to make these adjustments to the Neutron axlUSDC LPP (liquidity providers' pool) smart contract and allow the protocol to raise the minimum utilization threshold to 65%.
