The rewards dispatcher is the contract responsible for distributing NLS incentives to the lenders' pools. It has a special property that determines APR based on total value locked (TVL) reached and as such covers various thresholds between 2% and 15%. At genesis the values were defined as if they were percentages but, in fact, they are permilles, so an adjustment needs to be made. Otherwise, the rewards would be smaller by a factor of 10. The TVL thresholds remain the same where each number represents thousands. For example, once the TVL reaches 2M, the APR of the lenders' incentives would become 12%.
By voting YES on this proposal, you agree to these adjustments to the rewards dispatcher.
