The interwoven-1 chain was halted from 2026-10-23 to 2026-11-02. The light clients tracking the Initia rollups and the Osmosis channel-71 client expired in that time. This proposal substitutes each expired client with a fresh client created after the restart (same chain, same parameters), so IBC transfers on those paths resume. Emergency proposal: tallied every 5 minutes.
