1. Background

The purpose of this upgrade is to incorporate the latest runtime and chain logic improvements, including a security patch to the MoveVM dependency, enhancements to VIP staking query functionality, and final audit fixes.

This upgrade follows previous updates such as the last RC upgrade and aligns with the long-term goals of the Initia ecosystem to maintain a secure, scalable, and well-governed modular network.
