Removes the rate limits on Noble USDC (ibc/B350...C9E4, channel-6) and Kava USDT (ibc/B72B...6A5, channel-3). Both limits are stuck against a stale channel-value snapshot because the rate-limiting module's 24h reset never fires, leaving effectively zero send headroom and blocking normal outbound transfers. Removing them restores unrestricted USDC/USDT transfers.
