Uploads the pyth-vaa CosmWasm contract byte code to the chain and assigns it a new code ID. The updated contract is to address [Hidden link] migration away from wormhole guardians towards [Hidden link].
This proposal ONLY uploads byte code to the chain and assigns it a new code ID. Instantiate permission is set to 'Nobody', meaning the stored code can only be instantiated by a subsequent governance proposal. The contract instantiation will follow in separate proposal.
